The RIHE hosted an online international workshop on 11 December 2021.
In the first section of the workshop, Professor Shinichi Kobayashi, Vice President of Hiroshima University and Director of the RIHE made an opening speech, entitled “COVID-19 and Higher Education”. He made a brief introduction to the history of the RIHE and the responses made by Hiroshima University to COVID-19. Professor Richard James from Australia, Associate Professor from China, Professor Motohisa Kaneko from Japan, Professor Hans de Wit from the Netherlands, and Professor Roger Goodman from the UK were invited to talk by primarily addressing the following broad questions based on policy analysis, case studies, and survey findings. These questions are as follows.

1. What challenges have case countries and systems faced and would face because of the pandemic of 2020 and beyond?
2. What general and specific challenges can be identified based on the comparative research into typical case countries?
3. How have case countries and systems dealt and would deal with this challenge to shape a new normal?
4. What will be the implications derived from this global and comparative study for the future of HE?

In the second section, Professor Akiyoshi Yonezawa from Tohoku University, Japan, make a comment on the five speakers’ presentations. Then there was a panel discussion, in which questions and comments were also taken from participants.

2021年12月11日に『新型コロナウイルス感染症と高等教育』というテーマで、オンライン国際ワークショップを開催致しました。

はじめに、小林センター長が新型コロナウイルス感染症と高等教育をテーマに、当センターの沿革や広大の新型コロナウイルス感染症への対策を紹介すると共に、開会の挨拶をしました。またオーストラリアメルボルン大学のRichard James教授、イギリスオックスフォード大学のRoger Goodman教授、オランダのHans de Wit教授、中国北京大学の沈文欽准教授、日本の筑波大学の金子元久教授が、政策分析や、事例研究、全国アンケート調査等の手法を用いて、下記の課題を中心に講演致しました。

第一に、2020年以降のコロナ感染症の蔓延により、所在地域や国における高等教育システムや所属大学がどのような課題に直面しているのか？

第二に、国や地域の比較研究に基づいて、どのような共通点や具体的な課題を特定できるのか？

第三に、関連諸国や大学がどういう対策を講じたのか？

第四に、高等教育の将来に対するこのグローバルな比較研究から得られたインプリケーションは何であるか？

休憩を挟んで、東北大学の米澤彰純教授が上記の四つの課題に対してコメントをした後、参加者からの質問やコメントを受けながら、パネルディスカッションが行われました。

The upcoming 8th HERA conference aims to focus on discussing how the changes in the current global political economy, especially under the ongoing pandemic crisis have impacted higher education in East Asia. The higher education sector has expanded rapidly in many countries in the recent three decades. The rapid growth was strongly supported through policy initiatives as well as market demands in the knowledge society. Although higher education receives political support with these policy initiatives, we also witness how national and international politics are deeply involved in higher education institutions. In this regard, higher education institutions as social institutions are suffering from an “identity crisis” with the growing political involvement. The political regime prefers to reduce public funding to higher education and increase the share of competitive funding in most countries. These changes have accelerated with neoliberalism and globalization since the 1990s. However, policy mechanisms often become altered along with the change in political regime and socio-environmental factors because national politics are increasingly becoming populism and strategic. These socio-political and economic changes accompany various issues and challenges. In addition, the Pandemic caused by the COVID-19 has enormous impacts on higher education including massive use of online education, and the internationalization of higher education is experiencing transformative changes. These socio-political and economic changes accompany various issues and challenges. 

Based on this theme, the HERA2022 conference covers various topics related to theory, policy, and practices in the fields of higher education. These issues are:

  • Funding and finance
  • Governance, organization, and reforms
  • Research and development
  • Institutional management and research (IR)
  • Academic profession, students
  • Curriculum and instruction
  • Graduate education
  • Internationalization
  • Global rankings
  • Other topics related to higher education

We welcome all scholars, researchers, and practitioners from around the world to share their expertise and knowledge in the topic of higher education at the HERA2022 conference. The organizing committee highly encourages and welcomes scholars to organize various panel sessions for a more in-depth discussion on their research topics.

2022年2月5日開催【大正大学地域構想研究所】2021年度地域構想研究所シンポジウム「豊かな自然を地域活性化に活かす」開催案内

2021年度地域構想研究所シンポジウム「豊かな自然を地域活性化に活かす」のご案内です。

１．概要
自然を守りながらそれを活かして地域の活性化を図ることは、多くの地域にとって重要な課題です。近年では、アドベンチャーツーリズムや希少野生動物との共存を新たな付加価値としてブランド化した農業や認証制度、防災や環境の分野を中心にNbSも国内外で議論や社会実装が進められています。自然環境を損なうことなく、活用することで環境と経済が連動する新たな仕組みが求められています。
そこで本シンポジウムでは、今回の奄美・沖縄の世界自然遺産の登録を契機として、自然を活かした地域創生に関する具体的な事例に学びながら、自然と活力ある地域社会を共生させるための取組について議論を深めます。

【Closed】General Call for Manuscripts for Scopus and ERIC indexed international journal, Higher Education Forum, Vol.20

Higher Education Forum (HEF) is an annual publication of the Research Institute for Higher Education at Hiroshima University in Japan. It aims to publish English articles by leading international scholars in the field of higher education, dealing with significant research topics. Manuscripts sent to Higher Education Forum are expected to contribute insightful research findings and contribute to the creation and distribution of knowledge to a wide international audience. Higher Education Forum welcomes original manuscripts with an empirical, theoretical, methodological or practical background. Manuscripts will be reviewed by referees according to a double-blind review system. The exact number of papers will be detailed and specified by the editors of each volume.

Important points and timelines for authors:

  1. Manuscript submission: A manuscript, as both a Word file and PDF, should be submitted to suzumits@hiroshima-u.ac.jp by May 31st, 2022. Manuscripts should include the author’s name, affiliation, job title and email address. A confirmation e-mail will be sent to the corresponding author after receiving your manuscript on our end.
  2. Guidelines for submitted manuscripts: Manuscripts should be proofread by a native or near native English speaker before submission. For detailed guidelines for authors, please refer to “Author’s Guide for RIHE Higher Education Forum”.
  3. Early closure of submission period: The editorial team may stop accepting manuscript submission before the deadline if a sufficient number of quality manuscripts has been received.
  4. Desk review: The editors of Higher Education Forum will inform corresponding authors of the result of desk review if the submitted manuscript is not appropriate to be sent out for peer review.
  5. Peer Review: Each manuscript will be reviewed by at least two referees based on the following criteria: relevance of the topic, coherence and clarity, contribution to knowledge, language, and so on. The editors will inform the corresponding author of the result of peer review by September 30th, 2022.
  6. Revision: Authors whose manuscripts were considered for publication are expected to revise and improve their manuscripts based on comments and suggestions from peer reviewers. The revised version of manuscripts should be submitted to the editorial team by November 30th, 2022.
  7. Final decision: A final decision will be made by December 31st, 2022.
  8. Publication: Accepted manuscripts will be published in Higher Education Forum in March 2023, and uploaded onto several websites such as Hiroshima University Institutional Repository (HiR) and RIHE Institute Library website.

●趣旨
IRは現代日本の高等教育におけるトレンドワードの一つとなっており、大学での対応が迫られています。当センターでは、IRに関する超初歩的な研修を行ってまいりましたが、初歩的な分析よりもさらに手前，IRに関連した悩みを気軽に相談できる場の必要性を実感するに至りました。そこで、一昨年から、シリーズ企画「IRよろず相談」をRIHE/HER-NCの公開研究会として開催して参りましたが、今年度はオンライン主体でやっております。

前回は、新企画として、これまで足繁くIRよろず相談に通っていただいた方を主役に、「大学IR、私の主張！」をご披露していただきました。今回はその第2弾、ということで、田中貴久様(京都女子大学)、吉川博行様（大手前大学）にご登壇いただきます。

是非、皆様と、このお二人のご登壇者を囲んで、「あんなこと」や「こんなこと」を一緒に語り合えれば幸いです。
