■テーマ：国際教育を巡る安全保障上の懸念への対応――オーストラリアの経験

■概要：From the mid-1980s, Australia adopted a regulatory framework and institutional strategies that allowed it to very successfully engage with a global higher education market. However, with the rise of strategic competition the openness and resultant internationalisation of Australian higher education has increasingly been seen as major risk to Australia’s national security. This paper provides an overview of the types of security risks that have been the focus of public discussion, and provides a critical analysis of responses by government agencies and universities. Conscious of the significant benefits of international engagement and mobility, Australian institutions have endeavoured to maintain a public-facing openness with heightened surveillance and targeted action behind the scenes. The paper will consider the ways in which responses to security concerns have changed over time in response to the rise and fall of bilateral tensions, and in response to domestic political contestation.
