Recent state\u2019s political intervention to leading research universities in the US signaling turning point for globalization and internationalization of higher education. Although these policy initiative is droved by strong political intention, it is also based on some economic and societal rationality behind the policy shift. Then, our question is what rational logics behind of this policy shift? This question leads us to focus on basic ideas on international mobility of researchers and graduate students. In the past, theoretical understanding on international mobility was focused on mobility of human talent, and theories of push-pull, brain drain-gain, and further brain circulation theories were popular to explain human talent mobility. However, current policy shift is not explained by the narrow focus of human talent mobility. Instead, current discussion focuses more on the security of technology and knowledge. This policy shift requires to develop new theoretical understanding of international mobility, especially from a political economy perspective.
